When can I start working after H1 approval

I am presently on h4 status. If I find an employer to get my H1 done, how long do I have to wait till I can start working with that employer?

If it is approved this year, do I have to wait till October 1st to start work? How about if my h1 visa is petitioned in november? Can I start working immediately or do I wait till the October of next year?

---After COS gets approved and you get H1 approval notice with I-94 attached and start date will be October1. Dont pay for H1 and dont file through Desi Employer.Employer should only file for H1 if Employer has real job and will pay.

I had a H1 in 2008 and did a change of status to H4 in 2009 when my project was completed and my employer did not have another project for me.

Does the H1B Cap still apply?
