My H1 expire Jan 5th 2004.
My EAD was approved and mailed around NOV 21st 2003.
I have NOT received EAD Card because I have changed my address around Nov 10th 2003, god knows why this should cause a problem as I have updated them immediately with change of address and everything.
What should I do now:
1. Should I apply for 7th year extension?
2. Can I get Interim EAD? If I get iEAD, do I still need to apply for 7th year extension?
I don't want to have a gap employment authorization at any cost.

Yes. It is better, if you are continuing with the same employer.

If you want t o use EAD , then track it down.

Any way applying for the 7th year extension is safe.
 
If
1) you plan to use EAD for employment purposes
2) are working on EAD and not on H1B

then yes you need EAD.

If you are using your H1B for employment you did better get a new H1B extension.

I am currently using H1B.
Is it okay to get both interim EAD and apply for H1B extension?
Then I can decide which one to use.
I guess my real question is, if I can I legally work on interim EAD alone?
 
Yes you can work on interim EAD.
Interim EAD is valid for only 90 days. Working on Interim EAD alone is risky business. There are no gaurantees that you will receive your original and or get another intermin EAD after 90 days.

---- That is ok, you can be on H1 and can have EAD or iEAD or AP. One is allowed have AOS pending and at the same time on H1 status. Having EAD or iEAD is different and using EAD or iEAD invalidate H1 status
Then I can decide which one to use.
------ yes you can decide later, better to be on H1 if I-140 is still not approved and I-485 not pending more than 180 days. Being on H1 status has other advantage.

----- You can work with EAD or iEAD , once iEAD or EAD used you need to have approved AP in hand before any trip out side US. If I am in your situation I will extend my H1
