What is USCIS ombudsman?

I just learned that there is another department within USCIS that helps applicants reslove pending application issues.

Did somebody use their help in the past? Do they really help?

It's a body that's in-charge of reviewing USCIS, preventing abuse, and making suggestions for improvement. I don't know if USCIS even pays any attention, though. Do they?
