what is the immigration proceedings?

im filling up the 130 form based on my marriage to Us citizen and got confused with the 16 question " has your relative been under imm. proceedings?" when i was in the country i applied for a change of status from j-1 to b-2 two times, the second time the case was denied and i got a letter that i have to leave the country within 30 days. was it the "so called" immigration proceeding that i should mention? thank you for any link or answer.!
 
They told you to leave the country and you didn't? That letter you got was a deportation letter. You need to see a lawyer ASAP.

The denial of a petition does not put one into removal proceedings, nor is it a deportation letter. Unless he got an NTA, he should probably answer no.
 
You should answer that question with a "no" but I want to know why you did not comply with the denial letter?

He didn't want to leave I'd guess, since he applied 2 times. It's so common for people to be denied, never leave when they are told to, then marry a US citizen. I can't even count how many times I've read it. Not judging, but I'd guess that's why.
