Ways to expedite N400 to get into military as an Officer?

Yes, I have also learned that for the ARMY, first time enlistee can not be IRR, IRR is only for prior servicemen. So allnew enlistee in the US ARMY will be placed on either active duty or Selective reserve. Which means then that any PR joining the US army either way willbe qualified.

That's if you enlist in regular Army, yes.
 
Again, the key is to make sure it is in active status. Talk to a recruiter to make sure.

1. active duty soldier
2. ready reserve soldier.

The Ready Reserve is divided into three programs:

a.the Selected Reserve,
b.the Individual Ready Reserve(IRR) ,..(only for prior srvicemen)
c.the Inactive National Guard.... (army national guard)


So technically the only reserve status a new enlitee in the regular army can be placed in is the "selected reserve"..

If that's what the recruiter told you then that is what I would go by.
