Vistor visa for brother-in-law and his wife

My brother-in-law and his wife want to travel to the US for a month.He is 27 years old and is doing buisness.We don't know how to apply for his visa.
Few options we considered:
1.Is it possible for him to travel with a package tour to the US for 15 days and extend his stay to visit us for 2 weeks?Can visit visa be given for more than 15days ?
2. He is in a position to show that he has ties in India, like his buisness, bank accounts, property etc and sponsor his own travel and apply for a visitor visa.is is wise to do that?
3.Or Should we sponsor him and his wife by showing our bank details etc and apply for his visitor visa.

We are not very sure! Please guide us.

1. Multiple entry B-2 visas with a validity of 10 years can be granted by a cosulate if they so desire
2. If he overcomes 214(b), he will most likely be given a visa
3. I personally do not believe B-2 visas need a "sponsor". In my personal opinion, I-134s do more damage that good for most B-2 applicants.
