Visitor Visa For a Young Adult

Hi,

My sister-in-law's family (Husband, Wife, and Son) visited us in the US in May 2011. At that time, their son was 14 and got 3 years multiple entry visa to the US. My sister-in-law and her husband got 10 year multiple entry visas. They are planning to visit us next year again. Their son's visa has expired. He will be 19 years old next year. I wanted to see what is a better option to get their son's visa renewed?

1. Let them go to US embassy in India and try to get the visa for their son so he can accompany them to the US.
2. I send the sponsorship papers again for their son.

Considering he will be turning 19, what are the chances of him getting the visa again?

Any input / feedback will be highly appreciated.

A1: The 19 year old son has to apply for his visa. The visa can accompany him, provided the consulate lets them.
A2: B-2 visas are self-sponsored.
