visitor visa after canadian visa

My brother in law is coming for a business meeting in Canada for a week from India. His company is appying for that visa. I would like to invite him to USA.

Can he self sponser for a visitor visa to USA based on canadian visa? Or do I need to sponser him or send just an inviation letter? I am an LPR here. Can he say that he wants to visit me in USA since his travel needs will be met by his company? This needs to be done within 10 days as he needs to leave on 18th june.

All visitor visas are self sponsored. He should apply in his home country right away. I doubt he will be able to apply for and get a US visitor visa from Canada.
keep in mind that all US visas need appointment to be set up several days/weeks in advance.

As nkm-oct23 has said, B-2 visas never need a sponsor. However, the more important variable will be if the US consulate in Canada is willing to entertain a B-2 application from someone who is visiting Canada. Ideally your cousin should apply for a US visit visa from the country where he normally resides.
