Hello!
Thank you for your help with this seemingly complex process.

My Mom's visitor visa expired in Aug 2010. According to website below, she can renew her visa. Does this really work? Or should I apply for a new one? How long is the validity in either case? I'm hoping she will visit us during 2011 Christmas.

She needs to apply for a new one - there is no renewal of US visas. The new visa validity will normally be 10 years but consulate can grant visas for any period of time less than that.
 
Form I-539 should be filed for extension of stay or change in status before current authorized stay expires, preferably 45 days before your stay expires until and unless there is a valid reason for not filing before the expiry date.

You will have to obtain a new visa if you are traveling after the expiration date. The fact that you have previously had a US visa will make it easier for you to be approved for a new one.
