H1B Visa Transfer While in India -Please Advise

Hi folks
My wife has a stamped H1B valid until Nov. 08 . She was in the US last on Nov05 thru Jan 06 and has the payslips for those three months . If some other company is now willing to offer her the job in the US, is it possible for her to transfer the H1B visa ?
Please note that her last paystub is from Jan 06 and she does not have an I 94 . She does have the original petition and all other documents required to file an H1 with INS.
Any guru advise/ comments/ inputs would be highly appreciated . Please help ...........

------------------- transfer can be filed if person is on valid H1 status in US. in your wife situation new employer need to file H1 petition for her and once approved he can send the approval notice and she can get H1 visa stamp based on new H1 approval notice.
