Visa revalidation after 1yr+2months expiration, US, India ?

I have two questions
1. My Visa has expired on 1/1/2002. (My H1B,I94 is valid till 2004)Its already been one year and two months now. Is there a way I can still apply to the US consulate in St.Louis ? (given that I am only two months late)
2. I am a resident of the state of Maharshtra, however my visa has been stamped in Chennai. Now, if I go back to India , can I apply at the Mumbai consulate for the stamping ?

Can somebody please advice

1. No you should apply at a US consulate.
2. Yes you may, if the address in passport comes under Mumbai consulate
