VAWA Application Already In Removal Proceedings

I would like to file a VAWA application. I believe that's I-360? However, removal proceedings are already underway. Do I still file the I-360 with the USCIS? Or do I file with the immigration judge? If I file with the USCIS, do I need to file it with the immigration judge?

(I know that there is a procedure called "cancellation of removal," but it does not apply here, because the three-year-prescence requirement is not met.)
 
It certainly looks like you are attempting to use this in order to avoid deportation.

Which is fine. INA clearly has provisions that will allow a judge to grant an alien relief from deportation in certain cases.

If you are in deportation proceeding, you will need to file it with the judge. However, like everyone else said, get an attorney.
