Today, i received my TN visa at the Vancouver Int Airport. While the Border Official was complaining about how many times I have received a TN visa (this is my fourth year), he told me that he was going to put a note in my file that this would be the last year i could renew my TN visa.

Is he able to do this, and how will it affect my chances of renewing my visa again next year?

No, they cannot. The officer is just flexing some muscle and trying to scare you. TNs are renewable indefinately. All that the particular officer can do is deny you. He / she can not bar you from ever applying for another TN ever in your life just because you have had 3 other TNs in the past.

If you filed an I-485 (Adjustment of status to Permanent Resident) then thats a different story, but just because you've had 3 TNs in the past is not reason alone to bar you from ever getting a TN again. Just opt for Mail-in renewal next time or hope for a more knowladgeable officer next time you do an in-person renewal.

I should elaborate a little..............

.............they can deny further TN's if you are admissable to the United States due to a crime, marriage to a US citizen, because you are a terrorist, you filed an I-485 etc. But they cannot deny you from TN status ever again because you've had a few TNs before.
 
First, Immigration officers in Canadian airports are extremely zealous to give people hard time. Don’t worry, next time you see him stamping passports, go to the other line. Canadian John is right. As long as you are admissible to US of A, TN can be renewed. There is enough difficulties to bring talents, that is why Executive branch is going to increase the duration of the TN status from 1 year to 3 years.
 
Just a word of caution though. TN applicants are subject to 214(b), although a TN worker is not required to maintain a foreign residence abroad.
