Using Labor Cert Approval for Substitute Employee?

There was a guy 'A' who used to work at my company till February
2002. The company had assisted him in applying for labor certification (LC) for the green card process. He got his LC approval sometime in Jan/Feb 2002 and around the time he left our company and went back to his country.

Now I just read recently that an approved LC by a company for an employee can be substituted for use by another employee. This means that I should be able to use the LC approval of ex-employee A, to directly apply for the I-140 and I-485.

Is my interpretation correct?
Would the LC still be valid or would it have lapsed?
I have read that the validity of an LC is indefinite (forever).

Your guidance/comments will be appreciated.

The company had indicated in the LC application that it needed a person with a minimum Bachelor's degree with 4-5 yrs experience in the field.

At the time the LC application was made, ex-employee 'A' had a Bachelor's degree and about 4 yrs experience prior to joining the company. He worked with our company for about 2 yrs. Total 6 yrs experience.

I have a Master's degree with 3 yrs experience prior to joining the company and I have been working for this company for past 2 yrs to date. Total 5 yrs experience.

Do you think these differences in qualifications and experience will hamper my ability to use the LC Approval?

I am in the same boat ... as an employee who is offered substitute labor certificate.

My question is ... everything else (i.e. US economy, US job market and our 'friend' in white house being same) .... .... is substitute labor cert more or less likely to be rejected than the original labor cert?
