USCIS response to 2008 Ombudsman report to congress

Some Highlights:

• FBI name check backlog reduced by 78% in last 5 months.

• Background Check System (BCS) is being canceled in favor of a more complete solution

• CSRs are contractually obligated to follow script when you call USCIS

Overall, response is sometimes vague and lacking in detail (as has always been the case with USCIS responses).

I find the following sentence at the top of page 14 highly ironic: "An exchange program for Tier 1 personnel, ultimately, would be an inefficient use of the agency’s resources." It should read "Tier 1 personnel is inefficient use of the agency’s resources."
