USCIS Registration for Canadians (with I94)

Hi All,

My Canadian daughter has visited us in US on B2 visa. She has flown over and have valid I94 downloaded. But the US customer officer (in pre-clearance) advised her to register with USCIS once landed. My daughter has mentioned that her stay with us will be more than 30 days.

While checking the USCIS registration requirement, it clearly says USCIS registration is needed for those who enter by land and doesn't have I94. Can anyone please advise here why custom officer insisted on this, and do we need to do that.
