Does anyone know if I have family in one of these districts but I live in another one with a much longer processing time, can I apply using their address? Thanks,

I would suggest to stay where you are because there is not big diffrence betwen earliest and latest processing time, is not even a month apart from each other.I would not take a risk on denial for something like this.

and take on a risk of having a fraud charge leveled against you.
 
I often wonder why is so difficult for a small group of immigrants to play by the rules. No wonder INS is so paranoic about immigration fraud and of course because of a few we all have to pay the consecuences...

I dont see where he is breaking any rules. If he moves somewhere and starts working there(3 months b4 he applies for it), he has broken no rule whatsoever.

I was planning to do the same since D.C processing time is 15 months vs. Pittsburgh 6 months. So I don't see anything wrong with what the OP is saying.

Fraud would be if he had fake-married a USC and would have wanted to naturalize after 3 years of his marriage. Where is the fraud in moving somewhere else where processing times is faster?
 
Like its already been said, there's absolutely no need to do what you're thinking about doing.

Every immigrant that aspires to reside in the U.S. permanently aspires to become a citizen, eventually. You've already submitted your application so be patient, sit back and relax.
