USCIS adjudication officer recruitement goal exceeded

I came across this interesting disclaimer in the job postings of adjudication officers on USAJobs site: Looks like they have exceeded their recruitment goal of adjudication officers. Considering it takes about 90 days to train these officers, hopefully they will be available to tackle the backlog of pending cases by end of April.

We are no longer accepting registrations for all locations as we have exceeded our recruitment goal. However, due to the critical need the following locations will remain open until 2/19/08: Lee's Summit, MO; Laguna Niguel, CA; Lincoln, NE; Boston, MA; Hartford, CT; San Jose, CA.

Laguna Niguel, CA?

Ok, never been there.

I know one has to file the N-400 there, but then it goes to the local offices since they don't do them.

I would really like to see some statistics as to what I-Forms or N-Forms have been filed in July/August and if there really has been a spike in N-400 or rather in I-485's and others. Moreover, where the spike actually happened by region.
