Usa+canada=overstay ???

Hello,i'm french,30 years old,and i really hope someone can answer me!!!
First i explain you my problem as it's writed by the immigration inspector of vancouver,BC :

TECS down,manual referral.
Subject presented himself to the primary officer for admission into the United States. He was referred for a possible overstay.

During Secondary inspection,through questioning,Subject stated he arrived in San Francisco,CA,from Paris,France on 03/20/2003, and connected on another flight to Maui,Hi, same day. His I94W valid 03/20/2003-06/19/2003. He remained in Maui,HI until he departed on 06/16/2003 to Vancouver,BC to visit a friend.He remained for 11 days. He is seeking entry today,to obtain another 90 days on the VWP to return back to Maui,HI to continue his holiday,and planning to stay there for another month,until he departs to French Polynesia.

Subject refused in accordance with INA Section 217, 212(a) (7) (A) (I) (i).

So, about that , know if i want to travel to USA for holiday, may i go there with a 90 days VWP or do i need to ask for a Non-Immigrant Visa??

I think you got rejected because by taking a very short trip to a neighboring country and coming right back to the US, you are effectively turning the two trips into one long trip. I understand they even say you should keep the same I-94W if you go to Canada or Mexico for a short trip and plan to return right back to the US. They saw your travels as one long trip to the US. The 90-day visa waiver rule doesn't mean you can stay in the US for 85 days, go to Canada or Mexico for a few days, then come right back for another 85 days.

I know that my mistake was to unknow the rule of "the neighbour country of United states" ,to late but i know now !!!
But right now my question is , in regard of my situation ,can i go back to USA without problems or not? This overstay is'it writed on my passeport file?do i need to do something to cancel this overstay ,if it's possible?
I have to add this point:When i've been refused by the immigration inspector,at the end of the procedure ,i sign an "application for admission withdrawn" is that seems i'm clean know???
