US VISA to do CS

My daughter went to US for one year to high school as exchange student in 2008-09. After finishing 12th in India, she was refused visa to study in a community college there seven years back. Now she as a medical graduate has cleared usmle step 1and booked step 2cs in US. (Which is held in the US). Would the above refusal be held against her while considering visa for her? Please advise. Nellie
 
COs retain access to previous applications, denials, interview ques and responses, if they opt to reference them.
 
I am fairly confident her last visa refusal was due to 214(b). That in itself will not be held against her while adjudicating her fresh visa application, though her chances of not over coming 214(b) still stand.

Thanks. The point is would it go against her fresh application?
 
In the affidavit to be given by parent sponsoring her visit to write step 2cs can I affirm and guarantee that she would come back on promised date
