us citizenship after green card lottery

Is it true that people who have got their green card through the green card lottery are eligible to get their us citizenship after 2 or 3 years?
where as otheres are eligible only after 5 years?

unless you are married to a USC for three years and he/she has been a USC for 3 years - then you can apply in 3 years.
 
Germany is one of the countries where it is not as easy as in others. BEFORE you apply for the US citizenship you have to fill out some application to Germany in order to keep the German citizenship (on there you need to state reasons for why you want to keep German citizenship and why you want to become a US citizen). I don't know more about since I'm from Switzerland, but if you look around online you will probably find more information.

Friend of mine who was the winner of DV 2003 got it in 3 years, i am from a country which allows us to have dual citizenship.
so is it 5 years or it depends on my country?

It's 5 years or 3 years regardless of your country of citizenship. What is dependent on your current citizenship is whether or not you can retain it after obtaining US citizenship. Germany is, as previously mentioned, a tougher case, but contacting the embassy or consulate should be all that's necessary to find out the process. Other countries do not allow dual citizenship. And many others really don't care.
