Hello All,

Is it official from USCS that we can apply based on 90 day rule? though the processing times shows 5 months but couple of my friends got their interview scheduled within 3 months. Where do i find information on this rule. Thank you in advance.

If i am not wrong there is no specific Rule. I have seen some ppl in this forum who completed their interviews before their 5 year of their GC time. By oath date you should complete 5 years...
Depends on the District office if they do not have many ppl in Q ... they will schedule interviews even 5yrs not complete.
For Eg: if you live in NY/ NJ it is ok to apply 3 month before ... if you live in somewhere Iowa (just for name sake i pick this ) may br after u r FP complete they may schedule your interview :)

This is from M-476 - A Guide to Naturalization, Page 22
If you are applying based on 5 years as a Permanent Resident or 3 years as a Permanent Resident married to a U.S. citizen, you
may file for naturalization up to 90 days before you meet the continuous residence requirement. For example, if you are applying
based on 3 years of continuous residence as a Permanent Resident married to a U.S. citizen, you can apply any time after you
have been a Permanent Resident in continuous residence for 3 years minus 90 days. You may send your application before you
have met the requirement for continuous residence only. Therefore, you must still have been married to and living with your U.S.
citizen spouse for 3 years before you may file your application. You must also meet all the other eligibility requirements when
you file your application with USCIS.

You may apply as early as 90 days prior to the 5 year anniversary, but it is inadvisable to time it to the exact 90th day, because sometimes USCIS may miscount by a day or two and wrongly reject your application (without an interview) for applying too early. Wait a few extra days to give a buffer to protect yourself from USCIS miscounting.

The rule is outlined in 8 CFR 334.2(b):

(b) An application for naturalization may be filed up to 90 days prior to the completion of the required period of residence, which may include the three-month period of residence required to establish jurisdiction under section 316(a) or 319(a) of the Act.
