US Citizen wants green card for CA spouse while living in CA

Hi,

I am a US citizen living in Montreal with a Perm. Res. card, my husband is a CA citizen and our daughter is a dual citizen. We are interested in moving to the US but would like to get my husband a green card before we move. It wil be much easier for him to get a job if he already has status. Is this possible? If so how do I start?
