US citizen sponsor brother for Green card

Hi, for an individual whose brother is an US citizen sponsoring him for Green card, may I clarify for the following:

1. For person who live outside of US, where should the application submit to ? (oversea US embassy or within the states)

2. How long will the whole process takes

3. Is there a different queue for different nationality (e.g European vs Asian) such that certain nationality may have a faster process cycle

1) it depends on the residency of the petitioner, not the beneficiary. If the petitioner resides in the US, I-130 needs to be filed in the US.
2) 10-14 years
3) yes, look at the visa bulletin on www.travel.state.gov
