US citizen moving back to US with fiancee (SFO) - can one marry even if outside US for several years

US citizen stayed outside US for 2 years. Now returning to US in search of a job and with a fiancee. Does one have to establish residency in a particular state / county before gettign the marriage certificate. Or can one fly in and get married on the day of arrival? Where do I search for regulations regarding this
 
Are you planning to file for a fiancee visa? If not, what type of visa is your fiancee planning to use to enter the US?

The citizen can always come back BUT the fiance may have problems getting let into the country. Talk to a competent immigration law professional before buying any airline tickets.
