Urgent question: what photo style is required by RTD

I will apply for RTD(refuee travel document). The instructions on the Form 131 said the photo should be taken with the right side of your face and ear only. However, today I went to a photo studio and the staff told me that INS (or USCIS) changed the rule last year that all the photos should be taken in the Passport style. This is so confused to me.
Anyone applied for RTD recently? what kind of photos that you took for the application??

This requirements changed last year!!!!. All photos submitted to the INS must now conform to the new standards, no exceptions.

Yes and you could always go to USCIS to know what pictures to take..white background..passport photos..

Yes, passport and immigration photos are the same now.

A lot of things on immigration forms are outdated, my friend. You really need to triple check the stuffs on the form if you do not want your application returned to you unprocessed.
