URGENT: Pls Help: Traveling and re-enter US

I am a Chinese Malaysian that is currently working full time in United States, holding H1-B Visa ( from F1->OPT->H1-B). Recently, my company is planning to send me to Taiwan and China for a business training. (2-3 weeks). My question is: Can I get my visa stamped at third party country (in this case, Taiwan) ? Or do I have to go back to Malaysia to get my visa stamped? However my major concern will be: Will I have any problem getting back into United States? considering my country is black listed as one of the terrorist active country.

FYI: I got my H1-B visa approved in August this year, (2 months ago) Also, our main office and factory are located in Taiwan and China. Therefore company is planning to send me for training. It will be either end of the November or early December, so can somebody reply me with any information or experience u have. Thank you !!!
 
You can email the US consulate in taiwan to get accurate information.

But being a malaysian national, you will be subjected to security processing and the visa itself will take 30 days (unless you qualify for some exception). Once you get the visa then all that will happen is that you will be fingerprinted and photographed at the port of entry. Goto INS website and keep seeing what is new, to find out whether port restrictions are in place for H1B applicants from Malaysia.
 
Thanks for the reply. 30 days !!! Thats long. I think I wont be able to make it then? What is the exception ?
 
"H1-B visa is a professional working visa before you can apply H1-B visa your
employer need to provide the I-129 for you to apply the I-T97. When the
I-T97 is valid you can apply H1-B visa in any place with U.S embassy.The
process for apply H1-B will take 7 working days."

Above sentences are reply from AIT, what is form I-129 and I-T97 anyway ?

I129 is the application U sent to INS (lawyer/employer can provide a certified copy)
I797 is the approval notice . Actually I797 is the document sent by INS for most of the visas as receipt or approval or rfe etc...
Did you mention that you are a malaysian national?
 
Yes I was born in Malaysia, Chinese, male, 24 yrs old, Religion: Buddhist, came study in United States in year 1997 Fall, graduate year 2001. From Practical Training -> H1-B1 ..never been out of the states adter that. So my passport is not stamped yet.

Here is the latest email reply from AIT: (Should I go ? or stay?)

We will accept your application for an H-1B visa if you wish to apply in
Taiwan. However, we cannot guarantee the outcome of your application in
advance. Also, it may take few weeks to process your application to a
conclusion.
