urgent...please help

Me & my husband got married in september 2006. My husband got his H-1B visa stamping in october 2006.I did not have a passport that time. My husband has not yet left to US. Now that i have my passport, can i apply for H4 visa now? Or should I wait until he leaves to US & sends his paychecks & 6 month's bank statements & other similar documents for me to apply for h4?

can i get the visa even if my husband has not visited US?
is it possible?

If your husband is not gone even almost a year after, you may face problem for your H4,( Why do you need H4 if your husband is still not willing to go to US..

but if he goes to US and send one or two pay stub you may not face any problem.
