Urgent pl

I have filed my I 140/I 485/EAD at Vermont center in December 2003. Now I am filing AP by my self.

Wher do I need to send this AP application. I mean to vermont center or to Nebraska.

I am confused with the instruction on vermont center / Nebraska web site.They mentioned in exception section

NOTE EXCEPTIONS:
All Forms I-131, Applications for Travel Document (Re-entry Permit or Refugee Travel Document only), are filed with the Nebraska Service Center.

1) Is it Vemont or Nebraska.

WHat is the mailing address or post box for courier.Its two post box on mentioned on Nebraska site.

P.O. Box 87131 This it says with I 485 and I 765 etc

P.O. Box 87245 This looks to me only for out side USA filier


I am filing only AP presently. SO which POB I should use.

------- Re-entry prmit is for GC holdrs if they want to stay more than 1 year out of US and that is filed with NSC, dont get confused
