My sister is coming to USA on L2 along with my brother-in-law who is coming for a project in a company transfer in Texas on L1. I will receive
them in San Francisco CA and then my sister will stay with me maybe for 2-3 months in CA( my brother-in-law will fly to Texas) till my brother-in-law settle down in Texas(gets an apartment, gets a car etc). My questions are

1. Once my sister gets her I94 she can stay in my place or for that matter anywhere in US till the last day her I94 is valid isnt it. What I mean is it is not mandatory that my sister has to stay with my brother-in-law in Texas( whose dependent she is) all the time she is in USA.

2. My brother-in-law has to apply for the tax identification number for my sister. For that she need not have to be there
in Texas and she can as well be staying in San Francisco CA at my place isnt it.

3. My sister is elligible for applying for EAD under L2. Now for application for EAD she need not have to be there
in Texas and my sister can apply it through mail isnt it.

2. Each IRS office have their own practices. Best source is the local IRS office in texas. In many places personal appearance is mandatory.
3. Yes., with EAD she can also get a SSN.
