when your grandmother becomes a permanent resident, she will be able to apply for your mother's GC, if your mother is unmarried. It would take 10 years for the visa number to become available in this category (if your granny doesn't become a citizen and if she does, and your mother is still unmarried, the total wait would be about 6 years).

If your mother is married, your grandmother will be able to apply for her, when the grandmother becomes a citizen. The total wait for this petition would be about 7-8 years.

Your grandmother's petition in any case would not affect your uncle's petition for your mother. It will neither be expedited nor slowed down.
