Urgent Help needed :B1 visa to H4

My wife is on a B1 visa. She came to US 5 months back and her I94 is about to expire in a week time. I got my H1b visa approved today. If I apply for her change of status for her to H4 Visa, can she stay back in the US even though her I 94 expires? Will there be any problems if she stays back here in the US while I apply for her change of status?

Or is it good to send her back to India and get her Visa changed at the Consulate?
 
This would be a better option since it will allow her to travel out of the country. If she goes the COS route, she will not have that luxury until she visits a consulate and gets a visa sticker..
