upgrading I-130 after becoming citizen

Hi All,
When my parents received their green card back in 2006 my older brother was over 21 years old. His I-130 was filed and approved in 2007 and tranferred to NVC. My parents get their citizenship this week. What should I do to upgrade his case from F2B to F1? Is there any form I need to fill out or do I have to call NVC?

Whichever parent actually filed an I-130 needs to send a copy of the Naturalization Certificate along with the I-130 Approval Notice (or at least cite the receipt number) and a simple letter request explaining the petitioner's change of status from LPR to USC to request the conversion to the new category. If scanning is available, that would be quickest.

The NVC’s e-mail address is NVCINQUIRY@state.gov.

E-mail is the NVC’s preferred method of communication.

In order to ensure a prompt response:

Enter your NVC Case Number in the Subject Line of the e-mail.
Provide the applicant’s name and date of birth and the petitioner’s name and date of birth.
If you are an attorney, include the name of the law office requesting the information.
If the petition is employment-based, include the employer's company/organization name.
Ask about only one case per e-mail.
