UNHCR mandate and a passport

Hi everyone,
My friend made 3 unfortunate trials all with in 1 year time to go and study in the US but none of them worked out and the goodness is that he won the dv-2008 after all those frustrations.He is waiting for the second NL .During his initial trials,he was using his passport to apply for F1 student visa but recently (just before he received a letter of winning from KCC on mail) he was recognized as a refugee under a UNHCR mandate.He still has a valid passport of his native country but can not travel in to that country due to political issues.What to say is that this man has both a passport of his country and UNHCR mandate certificate.My concern is to know which document to use when the second NF arrived and is scheduled for an interview ?Is there any implications for acquiring those documents and what is the help if he has both at hand when he goes for the interview ??

he needs to have a valid passport in order to get a visa in it.

I don't know what UNHCR mandate certificate is and whether it can be used as a passport, but seeing how he already has a passport - he should use it.
 
UNHCR certificate can be used as a passport if the country accept him/her as a permanent resident/refugee. But if the passport is valid so why does he need UNHCR certificate for DV visa?
If the passport will be expired before interview and consular office of his native country does not show any intention to extend the passport then it would be better to request help both from UNHCR and US Embassy in order to make clear the problem.

The reason he doesn't want to use the UNHCR status in this country is that he is not carrying some documents Eg.Military certificates(he served in a military national service of his country for 3 months) and the country does not provide discharge papers for such duration and the other bad news is that he has asked asylum with the UNHCR in his new country .He lived in this country for over 2 years .Do you think the administrative process with the US embassy regarding the DV issue involve ,sending his documents to his native country and verify its genuinity ?

2- It seems he is going to have administrative processing because he applied for asylum. I dont see any problems about documents if they will be certified by the consulate of his native country.
 
On the other hand, refugee status under a UNHCR could help him, probably he will have just additional admin processing. I am curious about his DV process regarding to refugee status. Could you please write about it after his interview..? Good luck..

He is from Eritrea and he has been living in Kenya for over 2 years under the mandate of UNHCR of Kenya
