You do need a VISA to visit UK. The British consulate will issue you a visa on your RTD in the same day. If you go to the consulate in New York, you should make sure you go there very early.
I strongly recommend you to fill up your UK Visa application online. If you do that you can bypass the very long line. (The line is much shorter for those who have submited thier application online.)
BTW, you do not need to buy your air ticket first. You can make reservation online and place it on hold. American Airline website allows you to place your transaction/reservation on hold for a day. No hotel reservation is required either.
Note: I am still an Asylee (not LPR). I believe as long as you travel with your RTD, the process for applying for a UK visa is the same.
