Trying make my stepdaughter a us citizen help please

I'm a us citizen (us navy) and my stepdaughter is from australia (age
13). I have been married for 10 years my wife has her perminent
resident card. My stepdaughters biological father is also a us citizen
from louisiana but has no relationship with here.my question is, is my
stepdaughter already a us citizen or do i need to file any type of
paper work to make her or can i even do it ? I need help i currently
stationed overseas for the next 3 years.

She most likely is already a USC. Her biological father should file a DS-2029 if she is not in the US at the moment. Alternatively you her step dad can apply for a green card on her behalf as an immediate relative and 5 years after she gets her green card she would apply for USC. Another route is for your wife to apply for american citizenship if she has had her green card for more than 3 years since you have been married for 10. Your step daughter would automatically become a USC after her mother becomes one since she is a minor.
 
she may have become a citizen automatically if her father became a USC after her birth.
There are other cases in which she may have become a citizen already. Is she in the US? Does she have a GC?
