Travelling on H-4 while H-1B is pending

My sister-in-law left to India on Apr 2nd 2006. I took copy of her previous I-94 before she leave USA.

We filed a new H1B on May 18th for change of status from H-4 to H1 and included previous I-94 copy that I have taken beofre she leave USA.

She is coming back on June'14th.. I am wondering what will happen to her H1B petition that we filed on May 18th.

Any insight is greatly appreciated.
 
H1 petition should be still valid, but change of status application was abandoned. She needs to get H1 stamp before starting H1 job.
