Traveling using AP/Travel Documents

My wife & I took a road trip from New York to Toronto. This is our experience at the Canada/US boarder. Although we were cleared for r-entry the immigration officer said “You are not allowed to make trips on your travel documents. You can’t just go on holidays with these documents, it’s meant for emergency purposes only

We have traveled a number of times in the past couple of years using our AP/Travel documents and no one has ever mentioned this.

Is this a valid statement? Are you not supposed to travel outside of US while you wait for years to get your Green Card?

Are you not supposed to travel outside of US while you wait for years to get your Green Card?
--------------------one can travel outside of US. for entry to US you need valid AP that was filed when you are in US and approved before you depart US. If 245(i) case then dont go out of US.
