Travel Using H1-B Extension Receipt

Can I get a H1-B visa at overseas U.S. Consulate by using my H1-B extension receipt?

I am from China. Am I suject to security screening?

You need H1 extension Approval notice, employer letter and other papers
I dont think you are suject to security screening but they have the right to do it with anybody
 
I don't have approval receipt yet.

I don't have the approval yet. All I have is the receipt from INS saying they have received the paperworks. Will the receipt (not approval notice) work?

NO. You need approval notice, not receipt notice.
