Travel to US with I-130 pending

My MIL got her 10 yr multiple entry visitors Visa in 2000. We have applied her I-130 three months back. Now we want her to visit us next month. I heard different opinions on whether she can come on her multiple entry visitor visa.
Has anyone investigated into this issue and got legal advise or contacted INS to clarify this situation. Please post the reply ASAP.

if questioned at POE, whether I-130 has been filed for her, she must tell the truth. Sure, she can then be turned away, but the good news is that since she doesn't lie, she will get her immigrant visa later on. If she lies, she will be forever banned from the US.
