Travel Document "re-entry permit"

Hello,
I am a US citizen work on Jordan, my wife got her immigrant visa we went to US for 23 days and we came back to Jordan now she got her GC, can she apply for Travel document "re-entry permit" from Jordan, or she should come to US and apply? We are in Jordan now what you guys advice us to do? Thanks

From what I understood, the person should be in the US to apply for the re-entry permit and complete the bio-metric and leave the US.

Depending on the address, the REP will be mailed to the local consulate or to a local address in the US.

application for permit is from US, biometrics in US too.
