Travel Document goes to Attorney or Applicant ?

Plz let me know if some one knows about Travel Document. After approval is it mailed out to Attorney or Individual.

-----------If lawyer has filed for AP it goes to lawyer, if you directly filed AP it will come to your address

My attorney always applied for me. But I also used to get a Copy of the AP. Only once, did 2 copies go to the attorney.
