Transitting thru London

Person - GC Holder (obtained in 2001), Indian Citizen
Destination - India
Transit - London
Transit Time - 10 Hrs
Plan - to go thru Immigration and kill time outside the airport, probably a quick tour of the city

Heard that transit visas can be obtained at Heathrow upon discretion of the Immigration Officer. Is that so? Has anyone being thru a similar situation? If Transit Visa is required, what are the steps in obtaining one? Thanks.

I think you need visitor visa if you want to go out of airport
 
What about a person coming from India to USA via London on tourist visa. Does he needs transit visa.

What about when he returns. USA to India via London.

The airlines is Air India.

If the passenger has "VALID US VISA" stamped on the passport then he does not need transit (airside transit visa) to get in & out from the same airport.

However if passenger needs to change the airport or want to get into the city then you have to have tourist visa.

I had taken 1 day visa at the London airport many years ago. But I do not think they do that anymore.

At bottom of this, note 2 says: Even one has stampped his pp for I551, and actual green card not on hand then he need to have transit visa, though he do not want to go out side or change air port. Please share your opinion, because I plan to travel India via London, my pp is stampped but plastic card not received yet.
