It could be either ways:
1) I140/I485/EAD/AP applications can be sent at the same time in one package or
2) I140 can be applied first & I485/AP/EAD applications can be applied after getting the I140 receipt.
Both the above are called concurrent filings in layman terms. In my mind concurrent is if the I485 is applied before the I140 is approved.
