i.e. 3500 is the maximum nos of visa per country.

That is not clear what the world quota is. It could be 55000, or 55000 minus NACARA, or even less than that. 7% is of the world quota

No country can receive more than the 7% annual quota as rules are stating

A lot of countries in fact received more than 3500 visas, could they or not. Some of them received even more than 3850, could they or not, according to what he has answered. That just means he is 100% wrong, nothing else, and that is obvious

The truth is there are some countries (not that many though) that received more than 3500 visas. Ethiopia got 3784 visas in 2003. However that was long time ago and when you look at my link below you'll see that it doesnt happen too often. LAst year for example non of the countries received more than 3500`.

DV-2012 was a failure because of the court proceedings - they did not release second batch because of the court and were able to issue less than 35000 only totally. That was an absolute record of how low the amount of visas could be.
In DV-2011 limit 3500 was exceeded.

true. but don't forget that not everyone who wins DV Lottery gets a visa or continues processing. Even on this forum you could see cases where visas for 3/4 ppl family weren't granted.
that's why they are saying that the lowest case number you have, the better for you

what abt in the case where the main applicant got a family bt he dn wana migrate with them are their visa (beneficiaries) deducted frm the visa available coz from what i udstand thy hav to appear during tha interview evn wen thy wont accompany the applicant

They have to appear in rare consulates with extremely high level of fraud only, like in Dhaka, Bangladesh. I am not aware of any other consulate like that.
