Surrendering I-94 while going to Toronto,Canada

We are going to Toronto,Canada to get our visas stamped. We have a domestic flight to Cincinatti and then the flight to Toronto. Where should we surrender our I-94, at our starting point or in Cincinnati? We tried calling the airline and the person who answered didnt know much about it.

Flight to Canada from US is treated as domestic flight no need to surrender the I-94 and airline staff may not ask for I-94. When you get visa stamp and return to US from Toronto to you will face US immigration at Toronto airport and then fill the new I-94 and they will stamp till Visa validity date
 
Thats right. Flight to Canada is treated as a domestic flight. But we still have to surrender our old I-94. when we go through immigration again in any Canada airport, on way back to USA, we will be issued a new I-94.

Having an old I-94 can delay processing at the POE.
