Generally, if you are in a distant Consulate, the officials may issue you a TN (and stamp it only because that is what they do), and a spousal TD on the same visit.
However, for consulates in canada, the officers will ask you to obtain the TN frst at the border and then have you come back with that for the TD.
Your consular TN and TD stamps would merely be provisional, since CBP would still be the deciding agency in granting you entrance on TN (and spouse on TD)
