Storm slows processing

The Texas Service Center and Nebraska Service Center experienced closures during the week of January 31, 2011, due to severe snow and ice storms that paralyzed much of the United States.

As a result, mail deliveries were delayed, possibly affecting customers who were required to submit their immigration filings or respond to a request for additional information by a specific deadline that expired when the Service Center was unexpectedly closed.

In light of these circumstances, USCIS will make adjustments to acknowledge timely filings. Customers who made timely filings will not be affected by these closures and need not contact Customer Service.

The alert doesn't say anything about the storms actually slowing processing of cases. It talks about the fact that USCIS will make adjustments for those applicants who were required to send in additional information by a specific deadline (ie. week of January 31st).
