Steps to get green card for spouse while living overseas

Hi all, My brother inlaw who is a US citizen lives and works in Jordan. He just got married and asked me about the steps to start immigration paperwork for his wife since I have went through the process of bringing my wife over here last fall. Since he lives and works overseas, I am not sure he can follow the same path? Do you guys have any idea what he needs to do to start the process? Any help would be greatly appreciated.

It depends on the nature of his work. Read INA 319(b) through (e).

Thank you BigJoe5. He works for a family business overseas so I guess they would not qualify under INA319. He does have a brother who lives here that might be able to sponsor her financially but then I am not sure how complicated that could be.
If they do not have any plans to move here soon, can she get a visit visa so she can visit with him when he comes here until they decide to move back her and start her immigration process?
