After i get my J1 waiver (i.e.NORI from my home country), how long can I continue to stay in the US and do research? Can I continue receiving a salary till the time I get my next working visa (e.g.H1B)?

As long as your DS-2019 allows you to stay in J status, ask your program sponsor. For researchers it is maximum 5 years. Will somebody give you salary without your working for them? Will you work for someone without him paying you? Enjoy your salary as long as you can.

The waiver will not affect your current J till its end by any mean. What the waiver do is to prohobit extension, transfer of the current J only

I renewed my J1 visa stamp till Feb 2011, I already have valid DS2019 till the same date. I plan to apply for J1 waiver now. Once I apply for J1 waiver will I be able to travel outside US on the same J1 visa?

This is from my attorney who I consulted before filing for my fiancee's visa (suceesfully) recently.

The basic premise for entering on a J-1 visa in the country is that you have no immigration intent. When you apply for the J-1 waiver you have implicitly declared an immigration intent. From what I learnt, once youhave received the waiver, it is best NOT to travel and and try to reenter on the same J-1 visa (since your intentions are in conflict with the J-1 visa).

On the other hand, if you have applied for a waiver but not granted yet, it is possible you can leave the country and reenter on the same J-1 - if however, the CBP knows you have applied for a waiver (it might show up in the SEVIS database) then they might question you about your intent.

It is best to get the waiver done with and wait until your status changes before embarking on any travel outside the country.
